Enterprises, 638 entities, school boards, commissions — each answers to a board, and in case after case the board’s duties, meetings, and reports could not be located in public form. The record has one proof of where that leads: Bahe v. NNLC (2018), a tribunal that convened for no formal complaint, ordered back to work by the Supreme Court.
