Most of what this site could not find is not secret. It is unasked-for. This page is the asking: the right, the letters, and a public ledger of every request this project sends and what comes back. Fifty people sending one letter each beats one professional.
The right
2 N.N.C. § 224 — every executed contract of the Nation must be filed with the Central Records Department and the Office of Contracts and Grants. § 225 — “Access to contracts or papers shall be provided to the public by the Central Records Department,” as provided in the Navajo Privacy and Access to Information Act. That Act is named in the statute itself; this project has not yet read it in full — finding its complete text is item 8 on Still looking. The contract right stands on §§ 224–225 as read.
The letters
Three fill-in-the-blank requests. Each letter below is a sample — template text to copy, not a quotation of anyone. Copy, complete, send in writing, keep a copy, note the date. A worked example is attached: the model request (PDF).
Letter 1 — a contract
To: Central Records Department. Sample text:
“Under 2 N.N.C. §§ 224–225, I request a copy of the executed contract between the Navajo Nation and [vendor], dated approximately [date], concerning [subject], including all change orders and the record of advertisement and bid. Please respond in writing to [your address]. Date sent: [date].”
Letter 2 — the DOJ quarterly reports
To: the Department of Justice. Sample text:
“I understand the Department produces quarterly reports that are public. I request copies of the most recent eight, and ask where they are regularly published. Please respond in writing to [your address]. Date sent: [date].”
Letter 3 — the NPEA filings, in summary
To: the Office of Navajo Labor Relations. Sample text:
“Employers file quarterly reports with ONLR under the Navajo Preference in Employment Act. I request any summary, tally, or index of these filings for the most recent four quarters, or, if none exists, a statement to that effect. Please respond in writing to [your address]. Date sent: [date].”
No letter needed — the federal Single Audits
Entities spending federal money above a threshold file an annual independent audit with the Federal Audit Clearinghouse — a public, searchable federal database. No permission required; it is already published. Pulling the Nation’s filings is on this project’s own list: Still looking, item 5.
The ledger
Every request this project sends will be logged here: what was asked, of whom, when, and what came back. One rule, stated plainly: this site never records a candidate’s silence — silence is not evidence about a person. An office’s written response to a lawful records request is different: responding is the office’s legal duty, and the public record of that duty being performed — or not — is exactly what this page exists to keep.
